Joe was born and raised in New Mexico. After graduating from the University of Maryland, College Park, with a Bachelor of Arts Degree, he earned a Juris Doctor from the University of Notre Dame Law School.
As an attorney in New Mexico, he previously served as an Assistant U.S. Attorney for the Criminal Division of the United States Attorney’s Office in Albuquerque. While at the U.S. Attorney’s Office, Joe was a three-time recipient of a U.S. Department of Justice Special Achievement Award in recognition of superior duty performance. As a private attorney, Joe focused his law practice on civil and criminal litigation.
For twenty-nine years, from 1989 to 2018, Joe served as a reserve Staff Judge Advocate in the New Mexico Army National Guard. His military service includes active-duty deployments to Cuba, Kosovo, Qatar, and Afghanistan. His military service awards include The Legion of Merit, Defense Meritorious Service Medal, Army Commendation Medal, and the Global War on Terrorism Expeditionary Medal.
In addition to serving on the board of the New Mexico Veterans Memorial Foundation, Joe has previously served on the board of the Albuquerque Boys and Girls Club, and as a mentor with the Community Veterans Court and the National Guard Youth Challenge Academy.
